New California Republic (NCR)
The New California Republic is a band of survivors trying to instill the principles of the old world back into the wasteland, primarily democracy and enforcing the rule of law. It is one of the largest factions in theFalloutuniverse, having already existed for over 100 years by the time the events ofFallout: New Vegastake place and stretching its influence from the west coast across multiple territories.
For some Mojave residents, the NCR is a poor operation that is mismanaged and spread far too thin. The properties they are trying to revive led to the nuclear war in the first place, after all. The player will encounter the NCR all over the map, with the centerpiece of their Nevada expansion being Camp McCarran, as well as being the acting police force on The Strip. The player has the opportunity to assist the NCR in their expansion and building of an old-world democratic institution to serve the people of the wasteland.
Caesar's Legion
Notorious across the wasteland, Caesar's Legion is a harsh, warmongering tribe of survivors led by the eponymous Caesar. They took their inspiration from the great Roman Empire of the ancient world, both in appearance and operation. Caesar started his empire in Arizona and expanded to the west, conquering and assimilating settlements and survivors into the Legion, turning them into slaves that serve the cause.

The Legion aspire to rid the wastes of the NCR, having fought to a stalemate over the still functioning Hoover Dam. Without the NCR, the Legion would be free to continue their conquest west and grow their new Roman empire. The player will encounter the Legion and their handiwork throughout the Mojave and are able to support the cause and gain the favor of Caesar, the supposed Son of Mars.
Mr. House
At his heart, Mr. Robert House is a businessman, seeing The Strip as the last bastion of the old world where people can come to forget their woes and spend what little scraps of currency they have on one of the many casinos still in business. Mr. House's existence is shrouded in mystery for much of the player's journey, spoken about in a revered tone by those in the wasteland.
Ultimately, the conflict between the New California Republic and Caesar's Legion is a thorn in Mr. House's side, a nuisance preventing the Mojave from enjoying the fruits of The Strip. With the player's assistance, Mr. House looks to rid Vegas of both warring factions and return The Strip to its former glory as the hub of indulgence, vice and good old-fashioned capitalism.

Yes Man
To run The Strip, Mr. House has an army of securitron droids to enforce his rule and keep the streets in control. One of these securitrons was damaged in a firefight and was found by a group of survivors that were looking to discover all of Mr. House's secrets. This led to the creation of Yes Man, a completely complicit securitron who is more than happy to divulge all the information he knows to whoever may ask. Yes Man acts as a wild card in the conflict for control of the Mojave Wasteland, and should the player choose to ally with him, Yes Man can be used to pursue a totally independent route to the top.
While all sorts of factions exist in the Mojave, such as the Kings, the Great Khans and the Powder Gangers, these four are the key groups that ultimately have a major role inFallout: New Vegas'endgame. It is up to the player what happens to the Mojave, whether it becomes taken over by an expanding force, handed toits entrepreneurial benefactor, or taken into a whole new direction entirely.
